Job Summary:

The Municipal Innovation Exchange (MIX) will be a new virtual centre of excellence that will create better public services and improve how municipal governments serve their citizens, partners and the business community. The MIX is based on the success of the City of Guelph’s ground-breaking Civic Accelerator model and MaRS Discovery District’s Procurement by Co-Design health innovation project. This three-year multi-partner, multi-city initiative will make municipal innovation processes more accessible for entrepreneurs, startups and other businesses through an open process.


We’re looking for a change agent to be our Municipal Innovation Exchange (MIX) Program Manager with the Strategy, Innovation and Intergovernmental Services division of the Office of the CAO. Reporting to the Manager, Corporate & Community Strategic Initiatives, you’ll manage this multi-year project and bring the MIX to life. You’ll be working with remarkable teams at MaRS Discovery District, the Guelph Lab and a network of partners to support three Ontario municipalities to successfully complete two rounds of innovation procurement, write the playbook and inspire others to follow. 


The MIX Program Manager will be an innovator in their field, have a track record for bringing complex projects to life and be generous collaborator with the drive and experience to navigate the municipal sector and the innovation economy.



  • Manage the Municipal Innovation Exchange (MIX) project including development and implementation of action plans, budget, communications and reporting
  • Manage the planning and delivery of steering committee meetings and working groups
  • Develop existing and new strategic relationships that support the project and adoption of the MIX approach
  • Oversee and co-ordinate the activities of multiple collaborating partners and consultants to successfully execute their project deliverables
  • Develop and host networking, information and learning events/opportunities to promote the MIX approach
  • Be an ambassador for civic technology and municipal innovation procurement
  • Promote MIX through speaking engagements, social media and other activities
  • Manage communications including social media
  • Create change and solve problems independently
  • Participate in prioritization of projects for the team



  • Experience related to the responsibilities listed above, normally acquired through a degree in Public Administration, Political Science, Business Administration or a related field and experience in project delivery. Candidates with an equivalent combination of education and experience may be considered.
  • Understanding of user design and user experience principles and practices
  • Knowledge of project management methodologies, theories and applications
  • Understanding of Project Management Body of Knowledge (PMBOX) and PMI framework
  • Knowledge of Lean principles and practices
  • Advanced skills and experience with project management systems such as Microsoft Project or similar software
  • Ability to establish and maintain effective working relationships with internal and external stakeholders including the ability to communicate clearly, effectively and timely both orally and in writing
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public
  • Ability to set priorities, manage time and comply with deadlines under pressure
  • Excellent analytical and critical thinking skills with the ability to solve complex problems
  • Interpersonal and customer service skills
  • Experience in a municipal environment would be an asset
  • Event planning experience 


$80,189.83 to $100,237.29 per year
