Position Overview

Are you a seasoned change leader with a passion for public service? The City of Guelph is currently accepting applications for a temporary Change Management Lead within the Information Technology (IT) Department. Reporting to the Manager, ERP, this role will guide City staff through several major software solution deployments, including the implementation of an Enterprise Asset Management (EAM) system and other supporting technologies.


As a key member of a dynamic and agile team, you will develop and execute change management frameworks and tactics that promote best practices and foster a culture of innovation across the organization. Your work will be instrumental in shaping the City’s future processes and ensuring successful adoption of new systems. This position aligns with the City’s Strategic Plan and is grounded in our corporate values of integrity, service, inclusion, wellness, and learning, contributing to our vision of an inclusive, connected, and prosperous community.


Key duties and responsibilities

 

Change Management Strategy and Planning:

 

  • Develop frameworks and tactics that promote best practices and drive culture change across the City to support the implementation of an Enterprise Asset Management solution and other supporting systems, minimizing resistance from employees and stakeholders.
  • Create actionable deliverables for change management levers including communication plans, sponsor roadmaps, coaching plans, training plans, and resistance management plans using Prosci or similar methodologies.

 

Communication, Engagement and Coaching:

 

  • Design and implement communication strategies and engagement plans to help users understand and navigate significant business process changes related to work and asset management.
  • Lead the design and delivery of engagement tools for information-sharing (e.g., websites, presentations, workshops, emails, newsletters).
  • Provide coaching and mentoring to project team members to ensure consistent messaging and support for changes to programs, processes, policies, and practices.

 

Facilitation and Stakeholder Management:

 

  • Facilitate consultations, focus groups, workshops, presentations, and meetings with staff and executives to promote adoption, improve system utilization, and ensure minimal business disruption.
  • Gather and apply stakeholder feedback to continuously improve change management strategies.

 

Project Participation and Reporting:

 

  • Integrate change management activities into overall project plans.
  • Participate in project team meetings and provide regular status updates.
  • Track change management metrics and support reinforcement mechanisms to ensure sustained change.

 

Qualifications and requirements

 

  • Post-secondary education in Business, Communications, Computer Science, Engineering, Psychology, Sociology or other relevant disciplines. Candidates with an equivalent combination of education and experience may be considered.
  • Extensive experience in change management including theories, methodologies, best practices, tools, and techniques including Prosci or similar approaches.
  • Experience leading change management processes for large-scale, user-centric software implementations.
  • Experience identifying issues and opportunities to improve or develop new strategies based on organizational readiness, challenges, and risks.
  • Experience with and knowledge of EAM (Asset Management, Work Management, Computerized Maintenance Management Systems) and ERP solutions is desired.
  • Knowledge of strategic communications and engagement principles, theories, and techniques.
  • Ability to build rapport and credibility as a change agent and establish trusted advisor relationships across the public sector.
  • Ability to engage diverse stakeholders, explain change strategies, and gain consensus among groups with differing needs and objectives.
  • Ability to provide strategic advice at project initiation on appropriate change management approaches to accelerate adoption.
  • Ability to assess and prioritize risks related to change activities and recommend effective solutions.
  • Adaptability to apply different change methodologies and principles at various project stages, tailored to the City’s culture and complexity.
  • Excellent facilitation skills to guide users through significant business process changes.
  • Ability to identify resistance and implement corrective action plans.
  • Exceptional project and time management skills with a proven ability to prioritize, problem-solve, manage multiple tasks, and meet deadlines.
  • Certification in change management methodologies, preferably Prosci, is an asset.


Hours of work
35 hours per week, Monday to Friday, between the hours of 8:30 a.m and 4:30 p.m. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).


Pay/Salary
Non-union Grade 5 Rate: $46.10- $57.65 per hour
