Position Overview

Resumes are being accepted for the position of Purchasing Agent within the Finance Department. Reporting to the Manager of Procurement, the successful candidate will assist the Manager and Senior Purchasing Agent with purchasing requirements, contracts, leases and duties as assigned in the areas of purchasing research, sourcing, developing specifications, forecasting requirements, preparing procurement documents, consultation services within the prescribed service area, continuous presenting and educating staff on the industry best practices and the procurement by-law and analyses. A focus on quality customer service and continuous improvement processes is required. Guided by the goals and objectives of the City’s Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Vision for an inclusive, connected and prosperous city.


Key duties and responsibilities

  • Lead and coordinate the development of the RFT/RFP process in the designated service areas.
  • Become the service area expert to provide advice, mentoring were required.
  • Provide consulting services on industry best practices for the procurement process for all RFT/RFP processes in the in the designated service areas.
  • Provide support to and consulting services to others in the procurement dept.
  • Educate and enforce the requirements of the CFTA and CETA.
  • Ensure confidential information is controlled and secured appropriately.
  • Effectively communicate with suppliers, contractors, and department officials and employees regarding purchase requisitions, specifications, bids documents, contract documents, orders, and related matters.
  • Develop, review, and comparison of specifications and prices of competitive items.
  • Examination, inspection, and comparison of the quality of merchandise purchased or to be purchased by the City.
  • Examination, inspection, and comparison of the quality of services purchased or to be purchased by the City.
  • Creation of and editing, review, and interpretation of contract terms, conditions, and specifications, providing advice and direction.
  • Review and provide evaluation analysis of proposals, bids, and quotations, recommending appropriate award of contract.
  • Troubleshoot and provide recommendations while assisting departments and accounts payable staff with issues as they arise.
  • Be the City representative when assessing contractors, vendors, services, trends and market conditions in determining value for money for City purchasing.
  • Develop and implement and monitoring reporting against KPI’s for the designated service area.
  • Regularly review/analyze products and services against the City department’s needs and requirements and provide recommendations on suitability.
  • Review purchasing policies and procedures for the procurement of goods and services and disposal of surplus assets, make recommendations for amendments.
  • Develop and implement changes in the procurement by-law ensuring compliance with relative trade treaties.
  • Perform other related duties as assigned.

 

Qualifications and requirements

  • Completion of post-secondary diploma in Materials Management, Business Administration, Supply Chain or related discipline. Candidates with an equivalent combination of education and experience may be considered
  • Considerable experience in a purchasing role, preferably in the public sector.
  • One (1) of the following designations: Certified Public Procurement Officer (CPPO) and/or Certified Professional Public Buyer (CPPB) and/or NIGP Certified Procurement Professional (NIGP-CPP) and/or Certified Supply Chain Management Professional (CSCMP) and/or Certified Supply Chain Leader (CSCL) and/or an equivalent professional procurement or supply chain designation.
  • Skilled in tender document development and management.
  • Must possess excellent communication, negotiating and organization skills.
  • Demonstrated commitment to continuous learning.
  • Excellent computer skills including proficiency in Microsoft 365 applications.

 

Hours of work
35 hours per week, Monday to Friday, between the hours of 8:30 a.m and 4:30 p.m. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).
