Position Overview

Resumes are being accepted for the position of Coordinator, Tenant Support in the Community and Affordable Housing division of the Strategic Initiatives and Intergovernmental Services department. Reporting to the Manager of Community and Affordable Housing, the successful candidate will work collaboratively with municipal divisions including Operations, Legal Services, Communications, Planning and Building Services, and Corporate and Community Safety. The Coordinator, Tenant Support provides direct assistance to tenants navigating municipal by-laws related to rental housing. The role promotes housing stability, improves tenant access to accurate information, and enhances coordination between the City, tenants, property owners, and community partners.

Key duties and responsibilities

  • Provide one-on-one support to tenants regarding the Residential Tenancies Act (RTA), Landlord and Tenant Board (LTB) processes, N13/N12 notices, maintenance and repair issues as it relates to municipal rental housing by-laws.
  • Support tenants experiencing property standards or safety concerns by explaining City processes and connecting them with Municipal Enforcement Officers.
  • Develop plain-language education materials to support landlords and tenants.
  • Identify tenants at risk of eviction and provide early intervention by connecting them to appropriate resources.
  • Maintain accurate case notes, track trends, and support data-driven recommendations for program development and policy improvements.
  • Research Provincial legislation related to housing such as the Municipal Act, Planning Act and the Residential Tenancies Act, and gather pertinent information to inform the implementation of various housing-related municipal by-laws.
  • Review planning applications for demolition and conversion using guidelines and screening forms and determine whether municipal by-laws apply and identify that required information has been provided, and application is complete.
  • Monitor implementation of the municipal rental housing by-laws and identify gaps and/or opportunities for improvement.
  • Proactively identify strategies and ensure a coordinated, cross-departmental approach to issues impacting tenants.
  • Build and maintain relationships with legal clinics, housing providers, social service agencies, and community partners.
  • Prepare reports, briefings, and updates to senior leadership and Council on tenant issues, trends, and program outcomes.
  • Collaborate with Communications to create accessible public resource materials.
  • Perform other related duties as assigned.
  • Represent City of Guelph in community initiatives, planning tables, steering committees, etc.
  • Provides expertise that will meet future local needs related to community and affordable housing needs and stability.
  • Performs other duties as assigned which are directly related to the responsibilities of the position.

 

Qualifications and requirements

  • Experience related to the duties listed above, normally acquired through post-secondary education in Planning, Health or Human Services or closely related discipline, and experience in housing affordability and stability issues and best practices. Candidates with an equivalent combination of education and experience may be considered.
  • Understanding of the role of Consolidated Municipal Service Managers in relation to housing and housing stability in Ontario.
  • Collaborate with internal departments to create accessible public resource materials.
  • Understanding of a human rights based-approach to housing
  • Experience working with diverse populations, including individuals and families living in affordable or subsidized housing environments, with the ability to interact respectfully, professionally, and empathetically while supporting a broad range of social, economic, and housing-related needs.
  • Understanding of the Provincial legislation related to housing such as the Municipal Act, Planning Act and the Residential Tenancies Act, as well as the roles and responsibilities of Provincial tribunals, the Landlord and Tenant Board (LTB) and their processes, eviction prevention, and tenant rights.
  • Knowledge of municipal Rental Renovation Licensing, Rental Replacement permitting, Lodging House, Property Standards, Lot Maintenance, and related by-laws.
  • Ability to explain complex legislation in plain language.
  • Excellent interpersonal skills with the ability to build trust and work with diverse communities.
  • Excellent communication skills, including report writing and documentation.
  • Ability to maintain confidentiality and handle sensitive information.
  • Intermediate computer skills in data entry, word processing and other pertinent software, i.e. MS Office (Outlook, Word, Excel, PowerPoint), AMANDA.
  • Understanding of social determinants of health and systemic barriers affecting tenants.
  • Knowledge of community agencies, supports, and legal resources in the City of Guelph
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Ability to build and maintain strong, collaborative relationships with internal divisions, other levels of government and community stakeholders.
  • Excellent interpersonal skills including the ability to effectively communicate with elected officials, government departments, all levels of management, staff and the general public.
  • Ability to work collaboratively as part of a larger multi-disciplinary, inter-departmental team
  • Extensive computer experience in a Windows environment utilizing MS Office software

Hours of work
35 hours per week, Monday to Friday, between the hours of 8:30 a.m and 4:30 p.m. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).
